Tobacco seed is extremely small. For this reason its best to start indoors to make the plantings more manageable in the garden. Although it can be sown out doors any time after last frost. You will see tiny green plants emerge in one to two weeks.
Give the plants lots of nitrogen and fertilizer. Also be aware that tobacco can soak up the flavors from the ground its grown in. So use organic fertilizers with little or no smell. Avoid fish fertilizer for this reason.
Tobacco can be harvested at any time. Many growers do trimmings throughout the season. For best quality remove the flowers from the plants to prevent them from going to seed.
